Both. It’s a photo and it’s copied in photoshop. Takes patience and skill but no talent. Anyone can learn to do this.

Definitely a photo, you can’t make something that clear… look at the shadows…

its not a photo, The artist may have used a pic for refrence, but there is no photoshop at all. This is what an extremely talented airbrusher can make when they have the time. www.drublair.com is all airbrushed by hand Excellent work if you ask me.

I agree it looks more like a photo but if it were, wouldn’t her bangs be dangling down toward the ground next to her left eye? Unless she’s found some way to defy the laws of gravity, I’m going with painting.

    nice pic! The Great Photoshop!

It’s great work but it’s a painting. The dogs fur is looking too soft, the lightning on the boots doesn’t look natural. The outline of the dog to the background seems to lack detail. Essentially There is an imbalance in the details of the picture (some areas are very detailed some areas are not as detailed).

To the person that only left their name as ‘me’ stating that this takes no talent and ‘anyone’ can do it… why don’t you try your hand at it? Please, be sure to post a link to what you come up with in these comments.
